The decision of Board of the Euroasian economic commission of 07.06.2016 N 68 "About the statement of the Order of certification of the technique (method) of measurements accepted as the reference technique (method) of measurements"


For the purpose of implementation of the subparagraph 3 of point 9 of the Protocol on carrying out the approved policy in the field of ensuring unity of measurements (the appendix N 10 to the Agreement on the Euroasian economic union of May 29, 2014) and according to point 15 of the appendix N 2 to the Regulations of work of the Euroasian economic commission approved by the Decision of the Supreme Euroasian economic council of December 23, 2014 N 98, the Board of the Euroasian economic commission solved:
1. Approve the enclosed Order of certification of the technique (method) of measurements accepted as the reference technique (method) of measurements.
2. This Decision becomes effective from the effective date the rules of mutual recognition of results of works on ensuring unity of measurements approved by the Euroasian economic commission, but not earlier than 30 calendar days from the date of official publication of this Decision.

ORDER

CERTIFICATIONS OF THE TECHNIQUE (METHOD) OF MEASUREMENTS ACCEPTED AS THE REFERENCE TECHNIQUE (METHOD) OF MEASUREMENTS


1. This Order is developed according to the subparagraph 3 of point 9 of the Protocol on carrying out the approved policy in the field of ensuring unity of measurements (the appendix N 10 to the Agreement on the Euroasian economic union of May 29, 2014) and defines rules of certification of the technique (method) of measurements accepted as the reference technique (method) of measurements in member states of the Euroasian economic union (further respectively - certification of the reference technique, the reference technique, member states, the Union).
2. For the purposes of this Order primary reference technique (method) of measurements is understood as the technique (method) of measurements which is implemented with the highest accuracy in the member state at the only legal entity on 1 set of the equipment, is applied to the assessment of correctness of results of the measurements received with use of other techniques (methods) of measurements of the same sizes including reference, allows to receive results of measurements without their metrological traceability to units of sizes of the same sort and is approved according to the legislation of the member state as primary reference technique (method) applied in the member state.
Other concepts used in this Order are applied in the values determined by the Protocol on carrying out the approved policy in the field of ensuring unity of measurements (the appendix N 10 to the Agreement on the Euroasian economic union of May 29, 2014).
3. Certification of the reference technique is carried out concerning again developed technique (method) of measurements or the technique (method) of measurements certified according to the order of metrological certification of the technique (method) of measurements approved by the Euroasian economic commission (further respectively - metrological certification, the Commission).
4. Certification of the reference technique is carried out by the organization performing according to the legislation of the member state reproduction, storage and transfer of units of sizes and scales of sizes (scales of measurements) with the highest accuracy in the member state in the corresponding type of measurements (further - the authorized organization).
The certified reference technique approves by authorized body on ensuring unity of measurements of the member state (further - authorized body).
Certification of the reference technique is carried out according to the statement of any member state registered according to the legislation in the territory of this member state of legal entity or physical person as the individual entrepreneur, being developers of the reference technique, or the person by request of which the reference technique is developed (further - applicants).
5. During certification of the reference technique theoretical and (or) pilot studies are conducted and confirmation of conformity of the reference technique to metrological requirements to measurements and possibility of its use for the assessment of correctness of the measured values received by means of other techniques (methods) of measurements of size of the same sort and also for calibration of measuring instruments or determination of characteristics of standard samples is performed.
The authorized organization can attract the applicant and (or) other organizations of member states to carrying out interlaboratory checkings within pilot studies.
6. When carrying out theoretical and (or) pilot studies of the reference technique are performed:
a) establishment of indicators of accuracy of the received results of measurements for the purpose of confirmation of conformity:
reference technique - to its purpose (compliance to properties of object of measurements and to character of the measured sizes);
conditions of accomplishment of measurements - to requirements for application of the reference technique;
indicators of accuracy of results of measurements - to metrological requirements to the measurements established in the specification on development of the reference technique or in other document containing initial requirements for development of the reference technique (further - the specification);
the standards of units of sizes, standard samples and measuring instruments of the approved types used for implementation of the reference technique - to conditions of ensuring traceability of the received results of measurements to the state primary standards of units of sizes or primary reference techniques (methods), and in case of their absence - to national standards of units of sizes or primary reference techniques (methods) of measurements of other states;
records of results of measurements - to names and (or) designations of units of sizes of the International system of units (SI) and the list of stand-alone units of the sizes applied when developing technical regulations of the Union, including their ratios with the International system of units (SI), approved as the Decision of Board of the Euroasian economic commission of April 21, 2015 N 34;
forms of representation of the received results of measurements - to metrological requirements to measurements;
b) assessment of conformity of indicators of accuracy of the reference technique to the purposes of its application for the assessment of correctness of results of the measurements received using other techniques (methods) of measurements of sizes of the same sort for calibration of measuring instruments or for determination of characteristics of standard samples;
c) experimental approbation of procedure of application of the reference technique for the assessment of correctness of results of the measurements received using other techniques (methods) of measurements of sizes of the same sort;
d) documentary confirmation of metrological traceability of the received results of measurements, including with use of the assessment of correctness of results of the measurements received using primary reference technique (method) of measurements of size of the same sort (at its availability);
e) carrying out interlaboratory checkings or checking with other reference technique (method) of measurements of size of the same sort;
e) submission of the budget of uncertainty or structure of the error of the received result of measurements;
g) experimental approbation of documentary control procedure of indicators of accuracy of the received results of measurements.
7. At confirmation of conformity of the reference technique to metrological requirements to measurements by the authorized organization estimation of correctness (justification) is carried out:
a) choice:
method;
measuring instruments;
standard samples;
supportive and other technical means;
b) establishments of sequence and the content of transactions at selection and preparation of tests, preparation for measurements and accomplishment of these measurements;
c) processings of intermediate results of measurements and calculations of final results of measurements;
d) models of measurements;
e) the program and the volume of pilot studies, including stages (methods) of selection and preparation of tests;
e) the executed theoretical researches;
g) choice and assessment of conditions of carrying out measurements;
h) the choice of methods and means of processing of results of measurements, including the software;
i) choice of indicators of accuracy of measurements and establishment of their values;
j) the choice of procedures of providing the indicators of accuracy of measurements established as a result of certification (including methods of ensuring traceability of result of measurements to the state primary standards of units of sizes, and also methods of control of indicators of accuracy) and reliability of the made decisions (if necessary).
8. At confirmation of possibility of use of the reference technique for the assessment of correctness of the measured values received by means of other techniques (methods) of measurements of sizes of the same sort for calibration of measuring instruments or for determination of characteristics of standard samples by the authorized organization verification of presence of materials of theoretical and (or) pilot studies according to subparagraphs """-" point 6 of this Order is carried out.
9. For carrying out certification of the reference technique by the applicant the following documents are submitted to the authorized organization:
a) the request (with indication of the name of the reference technique, data on the applicant, and also with indication of need of recognition of works on certification according to the rules of mutual recognition of results of works on ensuring unity of measurements approved by the Commission);
b) specification;
c) documentation in the volume provided by the specification;
d) the draft document (document) with the statement of the reference technique;
e) the program and results carried out according to the subparagraph "and" point 6 of this Order of theoretical and (or) pilot studies of the reference technique (protocols of pilot studies, results of experimental or settlement estimation of errors or neopredelennost, and also the program and the results of interlaboratory and (or) intra laboratory experiments according to accuracy indicators (if such experiments are provided by the specification)) confirming fulfillment of requirements of subparagraphs """-" point 6 of this Order.
10. The authorized organization carries out works according to points 7 and 8 of this Order for again developed reference technique or according to its decision - according to point 8 of this Order for the technique which passed metrological certification.
11. If certification of the reference technique is carried out concerning again developed technique (method) of measurements, at the positive results of performance of works specified in the subparagraph "and" point 6 of this Order, the authorized organization makes out the certificate on metrological certification of the technique (method) of measurements in the form provided by appendix to the order of metrological certification of the technique (method) of measurements approved by the Commission which is issued to the applicant after the statement of the technique by authorized body.
12. The authorized organization upon termination of carrying out certification of the reference technique to authorized body submits the following documents:
a) the document with the statement of the reference technique;
b) conclusion about compliance of the reference technique to metrological requirements to measurements;
c) the report approved by the head of the authorized organization and containing results of theoretical and (or) pilot studies (with application of documents, points 7 and 8 of this Order confirming compliance of the reference technique to provisions);
d) the copy of the certificate on metrological certification of the technique (method) of measurements (for the reference technique concerning which metrological certification was carried out earlier).
13. The authorized body carries out the inspection of completeness and reliability of the submitted documents, the decision on the statement of the reference technique or on refusal in her statement is made, works according to the rules of mutual recognition of results of works on ensuring unity of measurements approved by the Commission are performed and informing on it the authorized organization and the applicant in writing is performed.
14. Data on the approved reference technique are contributed by authorized body to information fund in the field of ensuring unity of measurements of the member state in the order established by the legislation of this state.
15. Modification of the reference technique is performed by the developer. In this case certification and the statement of the reference technique (with the made changes) according to this Order is carried out.
