The order of the Government of the Russian Federation of 20.07.2013 N 609 "About maintaining the federal register of potentially dangerous chemical and biological substances, change and recognition become invalid for some acts of the Government of the Russian Federation"


The government of the Russian Federation decides:
1. Approve Regulations on maintaining the federal register of potentially dangerous chemical and biological substances.
2. Bring in the order of the Government of the Russian Federation of January 26, 2012 N 22 "About measures for ensuring accomplishment of the obligations of the Russian Federation following from the Rotterdam convention on procedure of the prior reasonable consent concerning separate dangerous chemicals and pesticides in international trade of September 10, 1998" (The Russian Federation Code, 2012, N 6, Art. 667; N 37, Art. 5002) following changes:
a) to state the paragraph of the second of point 1 in the following edition:
"Ministry of Health of the Russian Federation and Federal Service for the Oversight of Consumer Protection and Welfare within the powers performed by them - in the field of safety of health of the person and the environment of its dwelling;";
b) state point 3 in the following edition:
"3. Establish that procedure of the prior reasonable consent concerning separate dangerous chemicals and pesticides in international trade is performed by Federal Service for the Oversight of Consumer Protection and Welfare in accordance with the established procedure".
3. Implementation of the powers established by this resolution is performed within the limit number of employees of central office and the subordinated organizations of Federal Service for the Oversight of Consumer Protection and Welfare, and also the budgetary appropriations provided to Service in the federal budget on the management and management in the field of the established functions established by the Government of the Russian Federation.
4. Recognize become invalid:
the order of the Government of the Russian Federation of November 12, 1992 N 869 "About state registration of potentially dangerous chemical and biological substances" (Collection of acts of the President and the Government of the Russian Federation, 1992, N 20, Art. 1669);
point of 1 changes which are made to some decisions of the Government of the Russian Federation, approved as the order of the Government of the Russian Federation of April 5, 1999 N 374 "About change and recognition become invalid for some decisions of the Government of the Russian Federation on the questions concerning Ministry of Health of the Russian Federation" (The Russian Federation Code, 1999, N 15, Art. 1824).

PROVISION

ABOUT MAINTAINING THE FEDERAL REGISTER OF POTENTIALLY DANGEROUS CHEMICAL AND BIOLOGICAL SUBSTANCES


1. The federal register of potentially dangerous chemical and biological substances (further - the register) is the state information resource created for the purpose of implementation of the corresponding international treaties of the Russian Federation, including the Rotterdam convention on procedure of the prior reasonable consent concerning separate dangerous chemicals and pesticides in international trade of September 10, 1998, and requirements of the legislation of the Russian Federation.
2. The register is kept by Federal Service for the Oversight of Consumer Protection and Welfare.
3. Federal budget institution of health care "the Russian register of potentially dangerous chemical and biological substances" of Federal Service for the Oversight of Consumer Protection and Welfare performs ensuring maintaining the register in the order established by this Service.
4. The register contains information concerning danger of chemical and biological substances, including substances falling under action of the Rotterdam convention on procedure of the prior reasonable consent concerning separate dangerous chemicals and pesticides in international trade of September 10, 1998 (further - substances).
5. Inclusion in the register of information on substances is performed on the basis of data:
a) about identification of substance, including the general name, the chemical name within the nomenclature recognized at the international level (for example, nomenclatures of the International Union of Pure and Applied Chemistry) if such nomenclature is available, trade names and names of structures, code numbers (numbers of Service of preparation of state-of-the-art reviews in chemistry, codes of the Approved system of customs codes and other numbers);
b) about the substance scope;
c) about the assessment of danger of substances to health of the person and environment taking into account physical and chemical, toxicological and ecotoxicological properties;
d) about establishment of hygienic and other standards of the content of substances in objects of environment, including in objects of habitat of the person;
e) about the developed protective measures on prevention of harmful effects of substances on health of the person and environment, including conditions of their utilization and destruction.
6. Information containing in the register can be used for the purpose of implementation:
state registration of potentially dangerous chemical and biological substances and preparations made on their basis constituting potential danger for the person (except medicines), individual substances (connections) of the natural or artificial origin capable in conditions of production, applications, transportations, processings, and also in living conditions to make the adverse effect on health of the person and surrounding environment, provided by the section II of the Uniform inventory, subject to sanitary and epidemiological surveillance (control) on the customs border and customs area of the Customs union, or technical regulations of the Customs union;
federal state sanitary and epidemiological surveillance and federal state ecological supervision.
